PROCUREMENT AND DISTRIBUTION

The Non-Postal Stamps of Higher Denominations procured from India Security Press, Nasik which were distributed directly through Rail to the Six Nodal Districts viz. Chennai, Vellore, Coimbatore, Trichirappalli, Madurai and Tirunelveli till September 1998. After 01.10.1998, these Non Postal Stamp papers are procured by this Department by deputing staff to take delivery by Road.

The Non-Postal Stamps of Lower Denominations which were sent directly to the Nine Nodal Districts viz. Chennai, Vellore, Coimbatore, Trichirappalli, Madurai, Tirunelveli, Dharmapuri, Virudhunagar and Tuticorin from February 1997 to August 2005. With effect from September 2005, the Lower Denomination of Non-Judicial Stamp papers of Rs.10/- and Rs.20/- are procured by deputing staff of Treasury by taking delivery by Road.

After May 2016,the Non Postal Stamps are procured by this Department by deputing staff from Department of Post through Logistics Post to take delivery by road and these Stamps are distributed directly to the Six Nodal districts viz. Chennai,Vellore,Coimbatore, Trichy, Madurai and Tirunelveli.

All these stamps are distributed to all the nodal districts from District Treasury, Chennai, and then from Nodal Districts to the respective Districts, from District treasuries to the Sub Treasuries and from Sub Treasuries, they are sold to the General Public through Licensed Stamp Vendors/Ex-officio Sale.

INDENT OF STAMPS

The Superintendent of Stamps, Chennai-35, is the indenting authority of Stamps. He collects the indents from all the 32 Districts in the State of Tamilnadu, consolidates them and forward to the India Security Press, Nasik (in respect of Higher Denominations) and Security Printing Press, Hyderabad (in respect of Lower Denominations) at an interval of six months as detailed below

The stamps so procured from the Presses are stocked in the District Treasuries(Local Depots), Sub Treasuries (Branch Depots) and Sub-Registrars (Sub-Depots). The Manufacturing Cost of the stamps are settled by the Assistant Superintendent of Stamps,Amma Complex,Anna salai,Nandanam, Chennai 600 035.

LICENSED STAMP VENDORS

The Licensed Stamp Vendors are appointed by the Inspector General of Registration, 120, Santhome High Road, Chennai-600 028 and the Licensed Stamp Vendors are under the direct control of the Inspector General of Registration.

EX-OFFICIO STAMP VENDORS:

All the Sub Treasury Officers have been appointed as ex-officio stamp vendors to sell all kinds of stamps to the General Public on remittance of cash directly in the bank attached to the Treasury concerned when they need high value stamps which are not generally available with the authorized stamp vendors.

As per G.O.Ms.No.22, Commercial Taxes & Religious Endowments Dept. Dt.10.3.2003, the monetary limit for supply of Non Judicial Stamps Papers to Officers of Registration Department has been revised as follows:

Supply of Special Adhesive Stamps is also made to all the Sub Registrars upto the limit of Rs.10,000 to meet the urgent demands.

As per G.O.Ms.No.228, CT(U2)Department, Dated 17.12.2003, the Sub Registrar has been re-deployed and designated as Sub Registrar (Stamps) and placed at the Stamp Papers Sales Centre in the Office of the Deputy Inspector General of Registration, Chennai-1, and he shall place indent with the Assistant Treasury Officer, Fort-Tondiarpet, for non-judicial stamp papers for a value not exceeding Rs.20/- lakhs (Rupees Twenty Lakhs only) with the required denominations directly without cash payment and get it recouped as and when the stock is exhausted. The Stamp Papers Sales Centre will act as an extension counter for the Treasury.

SPECIAL ADHESIVE STAMPS:

The Assistant Superintendent of Stamps keeps a stock of Special Adhesive Stamps for affixing on instruments received to be stamped. Under Rule 9(1) of the Indian Stamp Rules 1925, "Proper Officers" have been appointed to affix and impress or perforate labels on all instruments. The Superintendent of Stamps, Assistant Superintendent of Stamps, all the Treasury Officers, all the Sub Treasury Officers and all the Sub Registrars are the officials declared as "Proper Officers". The Managers of all Nationalised Banks, State Bank of India, L.I.C. and L.I.C. Housing Finance Limited are also nominated as "Proper Officers".

The Government have ordered in G.O.Ms.No.269, CT & RE Dept. Dated 4.8.93, that the Branch Managers of the Central Co-operative Banks, State Apex Co-operate Banks and Secretaries of Urban Co-operative Banks can also sell the Special Adhesive Stamps. The sale of Special Adhesive Stamps have been decentralized to all the following 5 Sub Treasuries in Chennai according to talukwise jurisdiction based on the location and address of the individual/companies concerned. The limit for the value of Special Adhesive stamps to be affixed in respect of all the 5 Sub Treasuries is fixed upto and for Rs.1,000/- per instrument from 01.12.2004 onwards.

They are distributed to the 6 nodal districts and from there to Sub Treasuries and from Sub Treasuries to the Stamp Vendors, and From Stamp Vendors to the General Public.

The refund for the unused stamp papers can be had from the Taluk Office.

As per the para 92(1)(i) under the Chapter VIII – Refunds and Renewals of the Tamil Nadu Stamp Manual, the Revenue Divisional Officers in the Mofussil and the Personal Assistant to the Collector of Madras in the Madras City, are the authority competent to allow refunds of the Stamps subject to the conditions laid down under (a) (b) (c) of Para 92(1)(i) of Chapter-VIII – Refunds and Renewals of the TNSM.

No blank papers will be either pressed or denoted.
